35W Access Project

Rebuilding the Phillips community requires reconnecting it, its people and its enterprises to the broader economy… Reconnection is why we are working for better access to and from I-35W, an essential artery of the regional economy. -- Hennepin County Commissioner Peter McLaughlin

When the I-35W freeway was built through South Minneapolis in the early 1960s, its design did not provide direct access to and from the Lake Street area. Access improvements are now needed to support revitalization and growth along Lake Street and the surrounding business and residential areas.

In the late 1990s, Abbott Northwestern Hospital sponsored a transportation study to obtain viable options to improve accessibility to and from the hospital campus. This study led to freeway accessibility proposals that were later incorporated into the Phillips Partnership infrastructure initiative – the I-35W Access Project – in 1998.

That same year, Congress appropriated $2 million for the design of improved access to and from I-35W. The Minnesota Department of Transportation, Hennepin County and the City of Minneapolis committed funds to the project. In July 2001, Congress earmarked $4.7 million for the I-35W Access Project.
